As a reward for their contribution as a block producer, each block producer receives a share of the transaction fees. The block producers use a rotational scheduling per side-chain to define who the active block producer is. Phantasma introduced the on-chain governance system, which removes the need for forks. This system allows the blockchain rules to be parameterized to allow those rules to be edited on-chain, as long as there is consensus for that specific update. This consensus is reached by running a poll among either the block producers or the whole community.
